trying to work out wether these are toped with airbrushed fondant or icing...

My guess would be fondant as well. If you are not in a hurry to know, you could always PM the person who posted the photo and ask.

I would be saying the are initially covered in fondant, then the patterns are royal icing piped on then they are all lustre dusted.
