I would "guess" rice krispy treats covered in fondant/gumpaste and allowed to dry for a couple days and possibly done around pvc piping?. done free hand.

She mentioned that it was styrofoam - I don't know if Dalls Foam would have them but you try them.

yeah, I don't think anyone manufactures Suess hands... That is a one of a kind done the old fashiond way thing. Maybe styro carved and covered and notice it is not load bearing just hanging out in the middle space. the center support does all the load bearing work. A-Mazing cake! i know she just moved from Nashville to Seattle...maybe that's why.
but it is styro - she used pvc or something for the center post.
