Help With This Design

I have a bride who emailed this picture to me. She is wanting this cake for her wedding. I can't figure out if this is cut out and where do you get the pattern? If anyone has any suggestions, please let me know.

Very striking cake. The 1st thing that comes to my mind is a chocolate transfer. The bottom of each tier deffinatly looks like ribbon. Some of it looks like random freehand scrollwork. i'm sure someone on here my have better answers. Looking forward to seeing your finished pics. icon_smile.gif

The stripes look like ribbon with a small bow in the front. The designs look hand painted to me. Loks like it was done freehand with gel colors.
