You could easily make something similar with some scrapbooking paper and hole punches or edging scissors.
You can also layer multiple colors of cupcake wrappers to make it look like flowers. Use some scalloped-edge scissors on alternating layers. If you do that, be sure to use a little double-stick tape between the layers so the cupcake won't fall out!
Google search "cupcake wrappers" and you'll find a lot of neat ideas.

Hi If you go to my photos there is one photo in pink that has several baby shower items and the cupcakes in the background. I just glued on a piece of ribbon and put a flower on it. I made one mistake when you wrap (I did them after they baked and I used silver liners) the ribbon leave an opening in the back or under the flower. When we went to eat them it was a little hard to take the liner off. But they looked cute and did not take too long.
