How do you get that perfect circle of icing on top of a cupcake???
I am baffled as to how perfect they can be! Mine never look so neat & polished!
Are you referring to a swirl? If you are, here is a link to the Wilton 1M tip swirl instructions.

I also use the 1M and wilton method for the swirl, but I dont do the 2nd swirl as instructed. I just use more pressure as I get to the center, depending on how tall I want my frosting to be.
If I want a raised top, I'll pipe a big dot of frosting in the middle of the cupcake top, than I'll make my 1M or other swirl around that... the little lump of frosting in the middle gets hidden and creates an extra lift so it doesn't sink in if its still too warm.
Sorry, I wasn't very clear there was I. I actually meant the circles that look like fondant rounds placed on top of the cupcake. Is that what they are?

I think I know what you're talking about, and if so, yes they are made with fondant. I have no experience there....

Yes, thats just fondant cut with a round cutter the size of your cupcake's top. You have to cut the top to make it flat first.
