What Liquid Works Best With Silver And Gold Highlighter?

I want to apply at smooth layer of highlighter. I have the powdered highlighters. What liquid works best to get fine results? I have tried flavorings, and vanilla and I can't get a strong, thick smooth unblemished coat. I tried applying a second coat and it just smudges up the first coat. Are there any tips you could share. I am trying to paint over royal icing piped on after hardened and I am desperate to get good results.
have you tried vodka? its what i use with lustre dust.

DianeLM is that what you used on your Whimsy black and gold cake. Becaue that rich bright color is what I am looking for.
Yes. For most projects I mix the highlighter dust with Everclear. For other effects I mix it with confectioners glaze or cocoa butter.
