This is probably a really basic question, but does Italian Meringue buttercream crust like regular buttercream...enough to "Melvira" or paper towel it?

No it does not crust.

Can I use it under rolled chocolate or fondant?

It doesn't crust but I use it under fondant, I chill the iced cake before enrobing with fondant.

if you need a smooth surface and you are using the meringue buttercream you can chill it and then take your spatula and "rake" it across all the little imperfections and they will be removed for a nice smooth finish.
