Loopy Fondant Bows/less Structured

Hi everyone, I have seen the tutorial on fondant bows, but I am wondering how to make bows like the one in this picture:

They seem to be less strutured, especially the little ones on the side. Are these just loops of fondant pushed into the cake? Or are they assembled before being put on the cake?

It looks like they were put on the cake individually. That should be easy to duplicate.
