Sifting Icing Sugar

Do you sift first then measure or measure then sift icing sugar called for in a recipe?

I think if it says, ie 4 cups of sifted flour or sugar, it should be sifted first and than measured. I read this some where but where oh where......uuk i just can't remember..... icon_cry.gif
