The only way I know of is to mix prepared royal icing with a crisp rice cereal like Rice Krispies. Then put mixture into the mold which has been lined with plastic wrap. Several days must be allowed for the royal icing to dry and harden, although it may be removed from the mold and plastic wrap taken off, in a couple of hours. I have used this method in shaped pans to make cake dummies. Good luck and post how the carousel works out and how you finally decide to create it.
