I know somewhere on these threads there is supposed to be a tutorial, but I have searched and can't find it anywhere. I'm pretty sure I have some idea, use a bowl and make a fondant bill, but a tutorial would really help. Does any one know how to find it?

Well I've made it two ways one with rice krispes treat put it in the wilton ball put use just on side and free hand the bib part and covered it with fondant. Or bake the cake in the same ball pan and make a templet for the bib trace with fondant.

You attach the bill part with water or glue which is gumpaste or fondant mix with a little water. You can split the cake and fill it. I just did mine for show.
