This is a dumb question, I realize, but can you put an edible image on a cake covered with Rich's Bettercreme or stabilized whipped icing?

And the answer is yes and I normally put a small border around the picture

Sure! Dairy Queen does it on ice cream and they use bettercream for their ice cream cakes.
