How about a simple design involving party stuff like confetti and streamers, something that screams "Congratulations!". Or maybe a cupcake cake with a "Congratulations" message, "We're proud of your accomplishment" sort of thing.
Not entirely sure what to do for a corrections facility graduation...I gues they wouldn't have colors like a high school.
Wonder how appropriate the "I'm outta here" theme would be?? With party stuff like those blow things that roll out and make a noise...do they give out diplomas?? You could do one of those...
