I live in an apartment complex in PA. How would  I go about getting my kitchen license? Will I be able to have a home based business?

I believe home baking rules in Pennsylvania are from the Dept of Agriculture so start there. Email or call the program specialist.

They might not have an issue with your living in an apartment complex, but you will need to get it cleared with the apartment management.
