Can anyone explain this to me? Not sure what it is, how to use it, or where to buy it...Was hoping I could use it to make a bow instead of fondant/gumpaste?

You can make it with candy melts or real chocolate. Here are the instructions for making it. It tastes great and you can totally make a bow using it.
