Making A Topper Out Of Which Material?

K I have a question: What material would you use to make a figure for the top of a cake that is about o let's see 5-6" high by 5-6" long and ( o heck let me draw you a mental pic here)
I want to make a girl riding a horse with a large drapey american flag for the top of a cake. I know the flag will be fondant and the cake will be covered in fondant but I was thinking maybe doing the horse n rider out of modeling chocolate or gumpaste. Would you use crispy treats or wire for the armature. The horse is going to be rearing on it's hind legs and I was also wondering how you could distribute the weight so the darn thing don't turn into "pamela and the wonderful somersaulting horse"

o well, i guess!!
Let me explain what I am trying to do here. I want to make a rearing horse with a rider for a cake topper either out of gumpaste or modeling chocolate. I was just wondering if I should make the figure hollow to allow more even drying (like ceramic sculpture) or leave it solid and hope like heck it doesn't crack.
I am hoping someone will PLEASE let me know some of their experiences with this.

I made a rather large figurine of a little girl kicking a soccer ball for a 1/2 sheet cake.....the girl was probably 6-7 inches tall........I made a stick figure kinda out of floral wire and once I had that......I just wrapped logs of fondant around it....I dipped the wire into water and shook off the excess before wrapping it so the fondant would stick.......actually the fondant I used was a 50/50 mix of MMF and gumpaste so it dried very hard......it was super sturdy.......I just made sure to leave extra lengths of wire coming out of the bottom of both legs to stick down into the cake......with your horse reering you're going to REALLY want to make it nice and balanced and stable......when mine was drying I stuck it into a styrofoam block so I could kinda bend it while it was still soft and make sure it was balanced while upright.....I would do the same with your horse....make sure that you have it rearing high enough in the air that the whole thing is very balanced.......here is a photo of the cake I did so you can see the girl
