Tiered Cake With Fondant Question

I am making a tiered cake with fondant (this is my first one), and I don't know if I put the wooden dowels in before I cover it with fondant or after? Please help!! Thank you!!!

after, your dowels need to sit right at the top level of the icing, not under it.
