What Don't I Understand?

I have seen several cookie cook books and they all have all kinds of cookies (drop, rolled, molded, etc). And they also have a cookie that I would consider candy. In Rose Levy Beranbaum's Christmas cookie book she has a version of turtles. I've seen turtles listed in other cookie cook books. I've seen other chocolate covered candies in cookie cook books. To me, it's candy. Why is it in cookie cook book? Is there something I don't understand about cookies?

Since cookies and candy are both a sweet treat, maybe they are just giving you a bonus by including the candy section!

it depends how they are made i have one recipe that is like the candy and one that is made w a cake bottom. iguess thatss the difference
