does anyone know how big of a cake the receipe on here for stabalized whipping cream will cover?

Here's Wilton's stabilized w/c icing recipe:

Says 1 cup of w/c will yield 1-1/2 to 2 cups whipped.

what is stablized whipping cream?
if it is icing..is it like whipped icing instead of bc? does it hold up for decorating? does it taste good?
