There is a shop in the Sliver Spring/ Wheaton area. It's called The Little Bitts Shop. They have dusts, Americolor and a whole lot more!
that one is near a metro stop as well which would make it easier for him.
have you considered sending him to a craft store like Michaels instead and having him pick up a variety of colored pastels chalks? as long as they are labeled "non-toxic" you can use those. wayyyy cheaper as well. Just grate them and use them exactly as you would petal dusts. And have him get a BIG tub of luster dust or super pearl that you use with all colors.
