when I outline cookies before I use the sugar run tech. the piping is not as smooth and it breaks apart when I'm outlining it help.. is the icing to dried?

I would say it is too dry. Try adding tiny amounts of water until it becomes smooth and you are able to pipe it easily. You can also thin down the icing and not use the outline at all...but it depends on the look you are going for! HTH

you can also use a lil corn syrup
