What's The Best Way To Put "dots" On Fondant Cake

I'm doing a very simple (the design isn't intricate) wedding cake covered in fondant. They want little (like the size of a BB) pearlized dots all over the cake. My question is, should I pipe royal icing dots directly on the cake and paint them w/ pearl dust after they're dry, OR should I make the dots beforehand on parchment paper, paint them, and then attach them one by one onto the cake? If I do the latter, do I attach them w/ royal icing as well? (This may seem silly, but I'm pretty new at this and don't want to find myself in "pickle" at decorating time). Thanks!!
I always pipe the dots right onto the cake, especially if they are that small. But if you want to dust the dots only and not the cake, it might be a little tricky, or tedious, to try to do it without it getting dust on other parts of the cake, but I also think making them all in advance, dusting, then sticking them on would be tedious too! I usually just dust or spray the whole cake, I've never just dusted the dots before. It they want pearlized dots I use the pearl dragees. It would also be hard, (if your making them in advance) to know how many you'll need to cover the cake. Hope this helps a little.
I like to use my tip 12 and make dots out of fondant and just stick on with water. That way they are all the same with no point sticking up or anything. Nice and clean looking. (I think you'd have to paint them after they are on the cake or else both sides will be sticky.) Good Luck!
