dip front of stars (or paint) with vanilla extract and put dust on

This is how I would do it

Looks like the stars have been brushed with gel then sprinkled with sugar or edible glitter.

the extract is what makes it adhere instead of water which would make it gummy. Probably should of used a lemon extract instead of vanilla because it dries faster I find.
There is an edible glitter you can buy that will give you this look. You can get it at cakesbysam.com. I think piping gel would be to gooby with the glitter. Use the extract which will dry clear.

Wilton makes sparkle gel now, it looks like it would work for these stars. It's available at Michaels.
