I like to outline, it helps some features stand out. Sometimes I outline in black and other times I outline with just a darker shade of the fill in color. IE: Scooby Doo, I would outline with a darker shade of brown. But.....you can even outline it the same color as Scooby Doo. It's your choice and what you like best.
