Can someone tell me how to make the baby booties out of buttercream or whipped topping? I have seen pictures but can't quite figure it out.

You can use marshmallows as a base the pipe stars on it, cut a large marshallow in half from flat side down, lay cut side down then stand another marshmallow on one end for the general shape of a bootie.
If you want cake as a base i would use a small egg pan for the shoe part and a 1/2 marshmallow (cut on the round side) set on the wide side of the egg for the sock part of the bootie Then pipe your stars on them
