Design Ideas For The Indecisive 3-Yr. Old's Cake

I need ideas for my almost 3-year-old son's birthday cake.
So far, his cake is to have:
Dumbo and Timoth Q. Mouse
three of our horses
Ninja Turtles
Superman
Wiggles (maybe - he keeps going back and forth on them)
I can make all of these out of CT's but how would I make it look cohesive? The only thought I have would be to do a two-tier round with all of the characters surrounding the cake with balloons, presents . . . and then somehow make Colin at the top of the cake as if they were coming to his party. Any other ideas???
TIA! I appreciate any and all input (unless you share the input that my sister already gave me, "ice a cake and stick a candle in it - he's three, he doesn't NEED anything else!" - no cake for HER next time HER birthday rolls around!)
I think your idea of the characters coming to the party sounds cute. I saw a really cute Scooby Doo cake on here the other day done by "newtodecorating" that had the characters and packages. Here's the link. It might help to give you some ideas.

You could make your son look like he is daydreaming, and in the cloud-shapes above him could be each of the characters with a birthday hat on! The clouds could be put on with wire to make it look like they are thoughts floating above him! Hope this helps!!
