I can't seem to do it, some are huge some are small. I can't seem to find the right 'tool' to make them uniform. Any ideas?

I use an ice cream scooper! Otherwise I think a melon baller would work for mini-cupcakes. The ice cream scooper with the little lever is great because the little arm-thingy inside makes sure to get all the batter out of the scooper and into the paper liners! (wow-hope you know what i mean by that! sorry!)

Hope that helps!

Sure. Use a portion scoop. It looks like an ice cream scoop, but they come in lots and lots of sizes. You can find them at any restaurant supply store or online.

I agree, and this tutorial has another good tip for leveling your cupcakes (if doing a cupcake cake)

I use a ice cream scoop and then weigh everyone before baking. Even a small amount can make a big difference. Yes, it is time consuming but with two people, the job goes relatively fast even when making 100+ cupcakes.
