Does anyone know where I can buy a cutter to make these crosses? Or can anyone make one?

I would be inclined to make a template to cut around, or just cut freehand.
Working with a template really only takes a tiny bit longer than working with a cutter.

you could try using a regular cross cutter and pinch it in the middle. it might make a shape like that.

You could also search under "cookie-cutter" and "maltese cross" for the shape.
