Your idea sounds great. I would bake everything in advance and have icing made and colored. Cover the tables with Butcher paper....Have plenty of sprinkles for the cookies.

We did cookies last year and used both squeeze bottles and bowls of icing. You could decide which would be better depending on the kids' ages.

I love the gingerbread house idea too. I think I would have the houses already constructed and let the kids do all the decorating on the outside because you are going to have a limited amount of time.

Is this what you were looking for??

While I've never hosted one I've been to a few ...

Have gingerbread / grahmn cracker houses ready to decorate .. on stryofoam plates or ask local butcher for clean meat trays ..

RSVP so you know exactly how many children there will be (even if it's just family !)

Set up each setting with the exact same things or in groups of say 4 - or you will have kids running all over the place getting their decos .. if it's all the same and in front of them .. less stress .. (restaurant supply store souffle cups )(Icing also can go in these with plastic knives for spreading)

Ask that they bring/wear an old shirt .. colouring does stain and an old shirt covers more than any apron ..

Have extra of cookies, mini cakes and houses !! Nothing like a dropped broken cookie to set off tears .. or a child set up at the cookie table decides the houses look WAY more fun !

Plan seating to include parents ... definately with the younger and at or near the older ... booster seats will be needed for the younger young .. if they can't kneel on chair and reach the table -- booster seat time ...

Health Dept time .. definately make sure of the wherefors...
Are you a liscensed baker ? will cookies and cakes and icing have to bought ? Know ingredients -- allergies yaknow ...

We lay out plastic tablecloths, both on the table and under. We have booster seats, high chairs, and chairs. We make up all the colored frostings ahead of time and divide it into those plastic frosting cans that ready made frosting comes in. Depending on # of kids at least 3 of each color. I have assorted sprinkles, candy decorations, etc. Plastic tableware, and cheap paintbrushes. We have several turntables and use them to hold the assortment of candies and sprinkles. For the younger ones we use grahram crackers houses, older ones gingerbread houses. We have at least 2 dozen cookies per child to decorate. We also make simple candies for example turtles..use pecans, carmel for center, Hersey kiss melted over them. We have set times and send out invitations in the shape of a gingerbread man. Noting on invitation, kids were old clothing since colors may stain. I have someone entertain the kids between changes of what they are working on. End of time, we just wrap the plastic throw away the mess . We use styro trays to send everything home on.

Don't forget to include Rice Crispies and marshmellow squares for building and such. Sounds like a wonderful event.
