Hi
There is a thread on here that tells what you need to do to have a business in each state, go to Forums at the top and then go to cake decorating business. that should help you find some info. NC is one of the easiest states to have a home decorating business in.
We lived in Goldsboro for 23 years until we moved last summer.

You don't need to rent a kitchen. You can do it from your home in NC. Talk to your county health dept and the dept of agriculture. I have a catering license ($25) from the city of Burlington. I was inspected by the Dept of Agriculture. That's it.

It will depend on exactly what you want to do. Renting a kitchen might be a good idea if you want to offer luxury fillings etc. Technically, in NC, if you operate under the department of Agriculture rather than your local health dept, you cannot serve fresh fruit ( so no chocolate covered strawberries), and no dairy or undercooked eggs ( no custard or egg based buttercream). That is the advice that the health inspector gave us when we were trying to decide whether to apply under the State dept. of Ag. or go through the additional aggravation of dealing with our local health dept. on a monthly basis.

I would venture to guess that virtually every NC home baker on this board breaks those rules, but we were told by our insurance company that they would not honor any liability claim that resulted from a situation that violated the law.
