I saw that same display at the Walmart near me in Richmond, VA. I bought a couple of flavors. They are in the cake decorating isle.

If you go to the Lorann website you can find locations that sell it in your area. 
I know here the only place that sold it was a pharamacy. Weird huh? Occassionly you will find it around the holidays in places that don't always carry it.
