If I wanted to put attach sugar cookies to little lollypop sticks, would I do that before cooking (to bake it into the cookie) or is it done after?

I was just thinking it would be a cute decoration for a children's party if the cookies were all in flower pots.

Welcome to CC!

You certainly can attach sticks to cookies! They are called "cookie bouquets." you can attach them before or after the cookies bake - people do it both ways according to personal preference. You might want to try searching the forum for "cookie bouquet" - I'm sure there are a lot of posts about what to do (thickness, when to insert the stick, etc.)

When I do cookies on a stick, I put the lollipop sticks into the dough right before I put them into the oven. I have two examples of the flower cookies in my pictures.

I saw on here once before that some people put them in right when they come out of the oven, but I haven't tried that.

you cold also attach them to the sticks after they are baked by using melted chocolate or royal icing.
