Difference Between Sugarpaste & Modelling Paste?

Hi!
I'm very new to cake decorating, and would appreciate some help on the following:
What is SUGARPASTE & MODELLING PASTE according to the Debbie Brown recipes?
I was told sugarpaste is fondant, and modelling paste is gum paste by several people I asked online and at the cake decorating supplies shop.
The cake I am decorating has got moulded figures, and the recipe calls for sugarpaste to cover the cake AND to mould the figures, but I just don't think sugarpaste (IF it is fondant) is going to harden up enough to hold the moulded arms I have to make?
Does that make sense?
If i need to convert fondant to gum paste, can anyone tell me the amount of tylose/CMC to use?
Sorry about all the questions - I did do a search to see if I can find answers, but the lingo apparently changes from place to place (sugarpaste/modelling paste).

I have all of Debbie Brown's book I love her. I think she tells you that the modleing past you do figures with is fondant with gum tex in it. About 1 tsp to 1lb of fondant. Gumpaste dries too fast to get the figures done and the fingers always crumble. Always try to make the figures a week in advance and let them dry laying down with cotton supporting the arms and stuff. Good luck.

I was confused because she usually states modelling paste for moudling the figures, but for this particular cake she states to use sugarpaste for everything?

Thanks for the tip abt making the figures in advance. I will do that for next time - this cake I am decorating is for Sunday, and I am going to make the figures tonight. I tried making the arms last night and had great fun doing it!
