How do you make the icing for the water when you do pools or beaches?

I'm planning on doing one soon. And I was trying to figure that out. I think that I will use bc and ice the water blue then over the top of that I'm going to put blue piping gel over it to give it the shiny look.

I use a streaky blue buttercream, as you swirl it you will get your streaks of dark and light blue. Let dry then a coating of homemade piping gel for shine.

When I made my pool cake I layed a piece of white fondant in the pool as a liner then colored some pipping gel with a dab of blue food coloring and swirled it in with the back of a spoon to make it look wavy looking.
