I'm making a Thomas cake with the kit from Decopac.

It starts with a sheet cake that you cut and stack. In some places, it will be 3 layers high. I'm thinking i should put atleast a cake board between the "base" cake and the other 2 layers.

What do you think?

I think what you said about putting a board in between the base layers sounds good. Then you might want to put a couple of dowels in the base to make sure it holds the cardboard level and doesn't sink into your base.

Good luck!
