You could find an image you like (go to http://images.google.com/ and search on panther ) and create a buttercream transfer following the directions ( http://www.cakecentral.com/article12-How-To-Create-a-Frozen-Buttercream-Transfer.html ).

Else you could print out an image you like and go to a store who does edible images and apply to the cake.

I don't have any directions for a panther, are you wanting to do a 3-D panther or a 2-D cut-out or just a drawing on a sheet cake? If you want 3-D could you use directions for a cat ( I do have some for that I think, if you want it) and then just do it black with a long panther like tail? I've not ever done a panther before so I'm not much help but maybe if I knew more what you had in mind?

A whole panther would be WAY too big to put on cupcakes, unless you're thinking of a cupcake cake?
If doing individual ones, I'd make chocolate transfer panther heads. They can easily be made ahead, and just put onto the soft icing.

Copy the image reversed. Place wax paper over and trace with light tinted piping gel. Lightly press onto cake and then you have a pattern ready for decorating. Good Luck!

I have made a few panthers before ... for karate; here are two of them:

Notice on the one that is NOT a silhouette, I have done my outlines in white. In order to contrast the black, you have to outline in a different color.
