I'm going to try to make chocolate seashells for a cake, and lots of people are using petal dust and luster dust. Is there a difference between the petal dust and the FDA approved dust? There will be kids there, who I know will be eating these seashells, so I want to make sure they are edible, but I also want them to look realistic.

All the containers i have are marked non toxic. Meaning that if you eat some it shouldn't hurt you. There are FDA approved dusts out there, some are very expensive. I haven't found a pearl dust that is FDA approved yet. This may mean that the producers just haven't gone through the process of getting approved. In my limited understanding, you need to have each batch of dust tested and approved, so there is a process that one must go through for it.

Now that said, would i eat pearl dust and would i feed it to my family, Yep, done that and we're still just fine.
