Shimmer dust is just finely ground cake sparkles. You can sprinkle it on your cakes and that is about it. Luster dust is litterally a dust that you can use an artist brush to brush on dry or or mix with a clear extract (vanilla or lemon) or vodka, gin or everclear to paint on for a different affect. They are not the same and not created equal. Mixing shimmer dust with the extracts or alcohol results in clumping.

SPARKLE DUST - is similar to Luster Dust in effect and use but is larger grain size. Gives gum paste flowers a wet or dewy look, with just a touch of color. Contains two or more of the following: Titanium Dioxide, Iron Oxide, Carmine, Mica. Not water soluble.
PEARL DUST produces a shimmer luster. Use Super Pearl on flowers made from colored gum paste for a glistening look. When dusted on white petals, the other pearls in the range exhibit a subtle translucent or iridescent reflective colored sheen while displaying no apparent or strong color. They may be combined or applied over Petal Dust to create custom colors or effects. Contains: Titanium Dioxide & Mica. Not water soluble.
I had the clumping promblem with the shimmer dust. I thought it was all the same too. To me the shimmer dust was just a waste of money. I have not used it yet.
