It can be made with Royal Icing. Make sure that the 5 and the 0 touch each other and that it is thick enough to hold together when picked up and added to the top. Also add a point or a spike of RI to the bottom so it can be stuck into the cake, or add a stick or two (one in the 5 and one in the 0) into the icing so it doesn't show above cake level. Let dry completely.
Maybe someone else has a better way to do it or knows about using fondant to make it.
and to the RI advice, I add....
yes can use fondant w/ gumtex or straight gumpaste to make it -- just create a stencil and cut it out.
and yes, skewers, lollipop sticks, even wire can be added, either by embedding in the RI/fondant/gumpaste or gluing them to the back with RI or melted chocolate (embedding looks nicer)
and could even make the numbers out of modeling chocolate or baked cookies (definitely embed w/ these)
and if you're crafty --
drag out the wire, the crystals, the babbles, the bangles and beads, and and string them up, and then bend to shape.
