Air Traffic Controller Cake-Help

I will need to make a tower with airplanes flying around it. My idea was to use cupcake to build the tower (12 inches high) and use Rice CT to make the airplanes. I will be doweling the tower for sure. What can I use to make my tower sturdy. I know that metal is out.
Not sure how you would pull this off, but what if the top cupcake was just icing over the ornaments that turn on Christmas trees and you had wire coming out of the ornament with airplanes on the end of the wire. They could be in motion going around your cakes. Like I said it would be hard to do, but fun to watch.
(this sounds like a Duff cake!)
if I may suggest ---
ditch the cupcakes (too narrow and unstable)
and go with
column: 6in across hex shaped tiers (could be any shape: round, square, or octagon which would be the best shape) for a total of 3 - two-layer 4in tall tiers supported w/ boards and dowels just like a tiered wedding cake.
top of tower -- either a gumpaste frame (in which you could hide a motor if desired) -- or another tier of cake carved to get the slanted sides
radar dome would be a styrofoam ball.
for best stability
built on a 3/4 in plywood base that has the central dowel rising UP from the bottom and securely screwed and glued into the base (second diagram)
wires out top could be attached to dowel for extra support (taped or better placed in drilled holes)
then planes on the end (which I would do w/ little plastic toys)
if doing the motor idea, will have to extend the shaft to go up through the styrofoam ball (ball should NOT turn.)
easiest motor -- battery operated clock motor w/ planes attached to the SECOND hand ring.
best to use smallest, lightest weight toys to ensure the motor will be strong enough to turn them.
