It helps cut down the sweetness of the sugar.

I've used cake flour to cut the sweetness, but as a side benefit it made it smooth wonderfully!

I'm not entirely positive on this, but wouldn't it help to *stabilize* the frosting, as well? icon_smile.gif

It is mostly to add bulk without adding sugar so you get less of a sickly sweet taste.
