I contacted my county health department, and here is what they told me:

The N.J. State Sanitary Code Chapter XII - Sanitation In retail
Food Establishments - states as per Section 8:24-2.1(b)- Home prepared
foods are prohibited for use in any retail food establishments. Private
residences are prohibited from use as retail food establishments. A
specially designated area of a residence may be used if the area meets
all the requirements of this chapter, is physically separated from
living areas, and is approved by the health authority.

I suggest you look up that State Sanitary Code for more detail. Basically, we in NJ cannot bake and sell from home.

In NJ you do not need a license as an individual, however you must bake from a legal, licensed kitchen in order to sell.
