I piped BC lettering onto a cake covered in RBC......it didn't bleed but I am not sure if that was because I used RBC instead of fondant to cover the cake.
If you have time, roll out a small 'test' piece of fondant and pipe your border on it. Leave for a day or two and see if the red BC bleeds.
