If you're looking for thinner clouds...like, whispy ones...you can always do the outline with a #3 and then go back with a flat paintbrush and pull the icing in, creating a whispier look. I can't think of what that technique is called. Sorry if I just confused you!

Good luck

i've made chocolate transfer clouds before. see my flying pig picture. the border looks kind of cloudish i think. it's the crazy border from wbh book made with a large round tip.

I use my airbrush and torn pieces of paper towel...pull various shapes from paper towel leaving the tattered edge...place on the cake...and brush the color over the towel. You could also use a very soft brush and brush over the towel edges if you don't have the air brush.

Are you actually making the clouds on the cake or you want the sky look in the background?

If you are making the clouds on the cake, the other suggests work perfect for that.
However, if you want the look of the sky in the background here are my thoughts.....

Ice your cake in white and then taking a small spatula with sky blue icing. Starting in the center of where the sky will be, lay the blue on the white. Take the spatual and work it across the white. Keep going back and forth until you get the look you want.

here is a copy of a cake i did but have not yet posted it on cake central.
