Can I Use 1/2 Evaporated Milk 1/2 Water Sub For Whole Milk?

I do not have whole milk in the house and I have done a little searching and Carnation's website says that evaporated milk is milk with half of the water heated out of it - so will I get good results from subbing with 1/2 evaporated milk 1/2 water? Must I heat it up or just stir it together?

Do I need to thin it down or would it be alright to use it straight? Do they substitute one to one?

I use powdered milk in my icings never regular that way I always have some were not milk drinkers lactose intolerant with reg milk.

Just mix it together and use it 1:1 like you would regular milk.
