Doing Faces On Royal Icing Transfers?

Hi,

I am new to doing royal icing transfers. When doing the face (I'm going to do a "dora" do I fill in first the whole face with the skin color, and then outline with black the eyes and then fill in with white for the eyes?

I just did a Dora Cake myself...

I "drew" the whole outline of Dora in black.... then flooded the areas I wanted in different colours. make sense?
