We have adopted through children services. It's basically free....you may or may not receive a monthly stipend. Here in Ohio where we adopted you get a monthly stipend ( a check) with the minimum being $250 a month, it is figured based on the child's needs and the income of the adopting family. It is in place to help people to be able to do this. These children are also given a medical card until they turn 18. I covers all their medical needs, medicine, eye exams, mental health.....
You may or may not get a new born, however it does happen, and there are infants and babies available. Just like with any adoption process, I'm sure it might take some time.
If you have questions for me feel free to pm me.

We are a fostering family... my parents and two of my aunts and uncles for 20+ years each, another aunt and uncle for 12 years, a cousin for 10 years and myself for 3+ years, plus a few others who do it on and off. My parents adoped 15 twin girls a few years ago, my sister is in the process of adopting my aunt's 12yo foster boy and I am looking into adopting my 1 year old. In pa the state pays all costs involved in the adoption plus a monthly stipend and you also get a tax break when you adopt. If you are lookimg into adoption and don't necessarily have your heart set on an infant (it is possible but not as easy) there are tons and tons of childern needing homes, check with your local Children and Youth Services. Or look into fostering it is one of the toughest jobs you'll ever love icon_biggrin.gif
