You make them with a vegetable peeler. Press you palm into the side of a thick bar of choclate for a second or two, just to warm it up and then use the peeler like you would peel a carrot. Do it right over whatever you are putting it on or a chilled plate and then keep in fridge till you are ready for them.

Williams Sonoma stores carry a chocolate shaver. I think they are like $15. They look different than a plain peeler - more like a for slicing cheese.
