Question About Cake Flour

Is it better to sift the cake flour before you measure it out or measure then sift? It's a question that has been bugging me for a bit.

I measure then sift. It is my understanding that sifting aerates the flour and breaks up any lumps, making a smoother textured cake.

measure, then sift, unless the recipe tells you otherwise.

I've always been taught that:
2 cups of sifted flour = sift first, then measure

but 2 cups of flour, sifted = measure then sift.

but that's why I like to go by weight, as it takes care of the issue.
