who has ever been fined or went to jail for baking a cake in a state where you cannot get a home license? If so, what happened?

Jail is probably not an option because this would not be a criminal offense unless the IRS got involved. If you are baking at home without a license that probably means you are not reporting the income. If you are not reporting the income then you are not paying taxes. You can see where this is going. That being said, I think the more likely scenario is that you get turned in to the public health department and if you don't close down you could get a fine.

There have been more than one home baker who have been caught in my area for repeated offenses. They were fined heavily for not closing down or becoming legal after the first time they were caught.
